They've not made things pubic yet, but they're keen to scrap Section 2 & move all shotguns onto FAC
It seems that they have also been dropping big hints at licensing airguns - maybe like the AWC in Scotland, or maybe like Ulster where they're all on FAC

Logic, common sense and UK legislation are rarely used together...

Just saw a BASC post online about their meeting with a .gov minister & their hints at NOT joining S2 & S1 categories.

It's something they've been keen on for a LONG time, esp. since the AWC became a thing - though for some reality check, seek out the 1973 Green Paper. Seen as a joke for years but the plans it contained were slowly brought into law, killing off a lot of legitimate sporting pursuits.

And where have you heard this?
From what Ive read, restricting sub12s isn't a plan
 
Have a search google about airguns and licencing in england and you'll get links to airgunning forums to posts from members saying they have heard licencing is imminent. Some of those posts go back 20 years now.
