My daughter has a 20 year old Focus, on the last MOT the guy said it might not get the next without quite a bit of work (not sure exactly what as I wasn’t there)
Anyway I have heard that if it fails a the MOT then you can’t transfer it.
Looking at the Gov website it says

So, I’m reading this as you can transfer it from an MOT failure as it’s not been SORN, but it also states you need to sent in you MOT cert when applying (elsewhere on their site)

- be registered with DVLA in the UK
- be able to move under its own power
- be of a type that needs an MOT or heavy goods vehicle (HGV) test certificate
- be available for inspection - DVLA will contact you if they need to inspect your vehicle
- have been taxed or had a SORN in place continuously for the past 5 years
- be taxed currently or have a SORN in place - if it’s had a SORN in place for more than 5 years, it must be taxed and have an MOT certificate
