Strange mounts!

Does anyone recognise these two types of mount? I can’t get them to fit anything. I assume I am doing something wrong!!!

The pic of the Nikko sterling? Scope with green turrets the mounts look like old style 9-11mm dovetail to me. Possibly parker hale.

On the Simmons scope i have no idea what the mounts are! Maybe for mounting to a live fire rifle? 👍

I think the bit circled in blue has a locating lug in the middle of it, which marries up to a specific rifles action

On the set on the Nikko is the fixing bolt for the jaws low enough to the action to locate in the grooves of a piccatiny rail and is perhaps blocking it from being used on plain old dovetails?
 
What does all that mean?
Translation/summary... If you are trying to put those mounts on standard dovetails the lug on one and the bar on the other are may stop them from fitting. If that isn't it and they fit but will not tighten on to the dovetail they are designed for a wider dovetail standard.

Am in the process of detaching both sets, but got interrupted to do a chore 🤬. Will then take better photos and measurements to get a better idea of their practical application and who might want them!!
 
Ok, I have now taken them off the scopes and taken measurements.
The lower mounts gaps are 16.5 at widest point and 13.7 when wound in. They have Australia stamped on them. These are the 1st and last photo
The taller ones are 12.1mm and 10.3, but I cannot see how they tighten 🤔 they are not marked

They are firearms mounts, my old pecar came with a pair the same as the steel set on it, gave them away to a local gun shop who knew what rifle they were for.
