as far as I can research yes and you could do so before the recent change - if it is for use on a sub 12 air rifle. You cant use an air rifle mod on a powder burner due to build difference
Have you tried SAK mods they do both air rifle and 22lr
 
Can I legally possess a moderator that fits my air rifle but is also rated for a section 1 firearm without a FAC.
I would say yes also.

For instance. You have a friend who gives up his FAC or has his FAC declined on renewal. He only has to dispose of his "legally defined" firearm. His moderator, now not being classed as such, he keeps because he can use it to good effect, with good reason and with a strong legal basis on his sub 12 PCP.

Same situation as above but he has nothing suitable to fit a moderator to so he gives it to you because you do have something suitable to fit it to.

If neither of the above apply, say he gives up completely and starts to learn the banjo, then I imagine given some chronological leeway he would have to dispose of the moderator because he would not have "Good Reason" to own it. Unless, that is, his plucks were very discordant then anything would come in handy to silence his playing.
