Is 11.6 max, average 11.4 too hot for a .22 using 16gr.

I use Bisley Magnum 21.14gn for my .22 Katran when testing FPE
Though I use JSB 13.43gn for normal shooting.
What surprised me was the Bisley was at 11.54FPE while the JSB came in at 10.49FPE.

Just about right, but keep an eye on things by running over your chrono periodically and could try some heavies through and knock power back a touch if running too close for comfort. For reference, I run both my R10 and S410 at about 11.2FPE
 
Presume your rifle is a PCP. Those figures from a springer would be well over with a lighter pellet.
 
I wouldn't be guessing, whether something would be safe.
I'd test it with heavier pellets, from JSB (rather than Bisley Magnum)

Only when you know you're safe with heavier pellets are you really safe, then you just shoot 16g at whatever they make.

You need to leave a bit of slack as muzzle energy will likely climb in summer
 
Have reduced it. RBinDevon is kindly sending me some Bisley Magnums so will set it to them about 11.5.

Results from the Bisley Magnums 21gr.
hi, 10.6 low 10.3. Ave 10.4 Pellet weight was 21gr. Tried my AA 16gr after to check and hi 11.4, low 11, Ave 11.2. Strange heavier pellets are lower muzzle energy. What do you think.

Bisley Magnums tend to be a bit tighter so zap energy / give slightly lower readings.

As mentioned by @robs5230, try JSB ‘Exact Jumbo Heavy’ - 18.13gr.
 
H&N Barracuda Match at 21.14gr were superb in my FAC R10, but struggle a little in my sub-12 R10. I think that although 0.177” Exact heavies out-perform 8.44gr Exacts, the 15.89gr 0.22” Exacts are just about the right weight and hard to beat in that calibre. If testing for power outputs, then these are helpful…

I had the same experience with Bisley Magnums appearing to chrono at a lower muzzle energy than a lighter pellet. After trialling around 20 different pellet makes/weights/diameters, I found Air Arms Diabolo Field Heavy Pellets .22 (5.52mm),18 grains work a peach in my Impact M3 with a max 10fps variation over 28 shots.
 
Bisley Magnums (made by H&N) are a harder lead alloy than JSB. I’ve found the JSB will often give higher power than a similar weight Bis Mag. I assume this is down to the softer lead forming a better seal in the barrel.
 
Depends on the PCP setup, most PCPs will gain a little power, the heavier the pellet (to a limit), however setup can make peak occur with a lighter pellet occasionally.

With my Crowns, light 0.177” like 7.33gr RS and 7.87gr Express start off the power curve, 8.44gr Exacts increase, and then 10.34gr Heavies increase again and peak there as 13.43gr Monsters start to lose power (all sub-12).

Amazing, the opposite of what I’d always believed to be the case. Your results are very similar to my own with exactly the same pellets through a .22 Impact M3
