Been told this is a 3 star Euro. Can at locksmith on board advise please.

Not a locksmith per se, but changed a few hundred of these as a door engineer. Definitely a Euro cylinder, the star rating I would not like to comment on.
 
It's just the star rating I can't identift. I know most now have star rating on outside face for all too see and identified its rating but this doesnt. Also told some Euro locks don't get marked

I'm told it is 3 🌟 but just not convinced

I'm probably wrong, but the guy who changed our locks said that Euro 3 type locks had keys like these ...

It may well be a 3 star Euro Cylinder.
It is not a Platinum 3 star Euro Cylinder, which have dimpled key and horizontal slot.
Nevertheless, it does have anti snap and anti drill features.
Changing a euro cylinder, if door is open, involves removal of one screw and a twist of key or thumb turn, which allows cylinder to be withdrawn. Time required less than one minute.
