Is there such a thing as a flip-to-side picatinny rail?

No, the optic itself doesn't use a ring mount - it's more like a red dot in that it just has a fixed picatinny mount. But it's not quick-release I'm after, it's flipping something off to one side so that it remains attached but just out of the eyeline
 
Only ever seen a 45 deg mount so you can use dual optics

I can attest, a red dot at an angle works, if you can hold thew gun like that.
I had that on my Pathfinder, relatively easy to tilt for close targets.
Obviously it is neater if the centreline is over the bore.
 
As above you'd usually use a 45⁰ tinny adapter. This would be so you can have a long range scope on top and a close range optic like a red dot on the side which you 'cant' the rifle to use.
 
damn, seems like only fixed 45 degrees so I guess I'll go with that - that's wild though, on ebay it looks like I could get a flip ring with a crap scope for like £40 but just rails on their own don't seem to exist

I smell a gap in the plinking market, this might be how I justify to myself getting a CNC machine 😆

Or maybe a riser that you might be able use the iron sights with, a lot of 'what ifs' with that though 😄

Don’t think I have ever seen just the pic rail as a separate piece to a magnifier, you may have to buy the magnifier as well

I'm looking for something like this but just a rail-to-rail on a swing pivot. The context is I want to make a 3x optic optional vs. irons and it's just for plinking so it doesn't need to be super stable or anything. Am I just missing the correct terminology or do these just not exist?
Look at Weaver optics / mounts website. Weaver made ( possibly still do) pivot over mounts - they were quite popular in the 50s & 60s, allowing use of irons on powder burners & a quick flip up of optic for a longer shot.

You will obviously need 2 for a big scope but can probably get away with 1 for a pistol size scope

much appreciated, I think I'll just stick with the optic for now until I see something more suitable. I was just hoping to keep the flip-up irons on too 😅
