Just to play Devils advocate......I've moved away from CW and Saterlee.....I now pick a charge about a grain under max, shoot 20 for target, 15 for field; check the mean radius and if it's acceptable, that's it. If not, change powder or projectile. Or both.

That resonates with me, I load a few a grain under max, chrono and measure a five shot group at 100 meters, if the SD is under 10 and the group is 'sub moa', no pressure signs, then all is good.
 
And the results are in …. Definitely room for improvement - best SD 6.9, worst 28.1 ……. Vs factory SD 10.67

This load development reloading is crap 💩 …. Anybody want to buy a once used setup ….. 🥴

Don't give up at the first hurdle .

Cortina would say ,"believe the target" . What are the groups like ?

Litz would tell you that an SD of 7 fps is required to achieve maximum "xring " scores at 1000yards .

Statistics give us an incomplete picture .

A common mistake with OCW is to shoot one group after another . It should be shot as a round robin .
 
I would say your approach so far will almost guarantee sucess
Not necessarily on the first attempt.

When I develop a new load I usually start .010" off the lands and work up my loads in .2 grain increments. This has worked very well for me in .223 and .308. in both cases the most accurate load is nowhere near the fastest f.p.s. so I have the added bonus of less recoil and working of the brass.
But if you have a long throat you may have a problem with c.o.a.l. fitting in your magazine.
Just might be worth you trying before you throw your toys out of the pram.
But judging by your last post it may be too late.

The data shows I have a lot more to learn, and also appreciate all the comments/discussion re different methods, and the thinking behind them.

I will at some stage measure the distance to the lands. But if I concentrate on getting my basics right (case prep, greater accuracy for the powder throw, more consistent COAL) I should see better SD, and hopefully find the nodes.

But again - appreciate everybodies input / comments /opinions .
