I bought a 12ltr bottle to keep at home and a 3ltr bottle use at range, if I’m looking to top up the 3ltr from the 12ltr do I need a one way flow valve so air goes from 12 to 3, then open the 3 and open the 12 as if I was filing a gun?

If its a direct bottle to bottle they will just equalise pressure when the valves are opened. That is exactly what will happen. This was an issue when people used to top up lpg cars from propane cylinders, but as that was a liquified gas it could be pumped, not something I ever tried. Topping up a smaller cylinder is something I've done, as usual with anything high pressure, be careful and only use good quality connections and lines.If its a direct bottle to bottle they will just equalise pressure when the valves are opened.
