Filling a 3ltr bottle from a 12ltr bottle

I bought a 12ltr bottle to keep at home and a 3ltr bottle use at range, if I’m looking to top up the 3ltr from the 12ltr do I need a one way flow valve so air goes from 12 to 3, then open the 3 and open the 12 as if I was filing a gun?

If its a direct bottle to bottle they will just equalise pressure when the valves are opened. If the large bottle is always holding more pressure than the small one you shouldn't need a one way valve.
I should stress I'm not an expert on this though so please hold fire until someone can confirm.
 
I connect the two hoses together

Open up the small bottle valve
Open up the larger bottle and watch until the smaller bottle gets to the pressure I want it to get to. Then I close off the larger bottle and close off the smaller bottle. Release the pressure at one end and disconnect everything and it's done

That is exactly what will happen. This was an issue when people used to top up lpg cars from propane cylinders, but as that was a liquified gas it could be pumped, not something I ever tried. Topping up a smaller cylinder is something I've done, as usual with anything high pressure, be careful and only use good quality connections and lines.
