Can a rubber butt pad be sanded?

YES, it can be sanded...

Depending on how much rubber you need to remove.. Use a decent aluminium oxide paper, summat like an 80 grit to rough it down and then a finer 240 or 400 grit to finish.

IF the butt pad is off the gun, you could also pop the pad into the freezer to cool it down before sanding..

yes, i have done quite a few, i normally use a belt sander upside down in a vice, bisley butt pads are great to do.
 
I’m quite tall and also shoot shotguns where the ‘fit’ is more critical. Every gun I’ve owned I have had to lengthen by some margin.
Anyway my point is the drum sander I bought makes short work of this whether it be wood, nylon or indeed rubber. 👍
 
I've used belt sanders in the past , used different grits till nearly there and finishing with fine . Going slowly is key as some pads are soft as shxt.
 
Just done this one for my PS.
It was about 1cm too long top and bottom and about 5mm too wide either side.
80 grit down to 220 grit with the detail sander...
