The absolute maximum outer diameter l can work with is 29.5mm
If anyone has a 22mm thinwall could you measure the O/D of it for me?

Google 22mm box spanner/socket should do your job.

The only 22 mm socket I have is a snapon single hex deep 3/8 dive socket and its 28.29mm od

I wondered about 3/8 drive, sounds ideal. Only needs 38ftlb torque.

I have my fathers toolbox he made as an apprentice, that's full of "disposable" sockets, spanners, pliers and screwdrivers that I modify for one off jobs

Try a 22mm wheel nut socket and remove the sleeve.

Needed one myself the other week to remove the pressure gauge in my HW100 cylinder
Bought a set of box spanners from Toolstation and turned one down
but it was soft enough that I could have filed it
