20min 1st prototype using some 3mm threaded bar, the idea is the middle rod can be unscrewed to allow the oring to spring into place

You can be sure the perfect tool for that is already manufactured and for sale, most likely find it on a Chinese site if you can accurately describe it. Wouldn't be a bit surprised if Aldi or Lidl don't include one in some of those mini kits they sell.

Sounds like something that some tradesmen might use.

You will find something of similar ilk in the Darts section of E Bay. Its used for placing O rings over 2BA threaded dart shaft threads that are used as locking washes.

Yep this, outer orings and even removing inner o rings are generally very easy with simple picks
