What is it all about?
Lately all I have seen is men wearing trainers,socks with shorts and top half as if they going to climb Everest?
Am I missing something?

Its the latest fashion, lots of young guys locally still wearing shorts they will learn common sense over the years eventually.

Is it hypotension that makes you not really notice the cold?

Nope!
Is that a typo?

Hypotension = Low Blood Pressure
Hypertension = High Blood Pressure

Hypertension /High Blood Pressure stopped me from feeling the cold for many years.
I had always assumed that being a year-round motorcyclist has reset my body's Thermostat but getting my BP under control has dramatically changed my views on what is cold.

My stepson (learning disability) is still in a T shirt, unless it's raining he won't wear a coat. In our recent cold spell he refused to wear a sweatshirt and would happily go outside
Historically, he starts to wear a sweatshirt towards end of February then keeps wearing one in all weather until June Shrug tt

I lived abroad for 8 years and moved back in 2019, since then, apart from out in the field shooting I have worn long trousers less times than I have fingers, I just find it more comfortable in shorts and providing my core is warm I’m good and I am into my 60’s

I'm same in a way, I worked in the bakery for years and hated the heat unless I just had a pair of shorts on, last 8 years working outside I do feel the cold but only slightly 😅

I’ve been known to wear shorts all through the winter, and it’s fine as long as long as I keep my top half warm. Bare legs are fine, bare arms are not.

When I worked nights at my last place I used to leave in the morning and see the same guy, presumably going to work, in a vest top regardless of the weather. It could be minus 5, frost everywhere, and here he comes in his vest!

He wasn't a big fat bloke either - quite skinny in fact. I guess some just don't feel the cold.
