I should imagine that both Ebay and Paypal have an insurance policy that underwrites the 'Guaranteed Refund' and the pay out is coming from Ebay or Paypal coffers, that will then be claimed back if sellers Bank account cannot be accessed or limited funds.
 
I was going to give him another week but I have surrendered to the obvious - they ain't coming.:confused:
I have put in a claim to Paypal and have had an email from them to say they are going to contact him!

It will be ten days before they respond to me. It doesn't make sense to me that some get a refund straight away and others have to wait ten days. Order was for ten tins placed on his website.

how did you get your refund so quickly I have to wait till at least 16th for Voymir to respond to Paypal then upto 5 days for a decision
I started my claim on the 5th
I rang PayPal when I had no response on the 12th like the resolution Ctr said I would, the lady I spoke to said and she sorted it while I was on the phone, it will take up to 3-5 days to hit my account though.
I’ve had an email off PayPal to confirm this.
 
I'm just wondering if it was my comment in the additional info box on the last page of the refund request that made it happen quickly. I said that there was no response to emails and phone not being answered, implication being PayPal would be wasting their time trying to communicate before deciding the case. I didn't speak to anybody, just followed the screen prompts for the info they wanted and the whole thing was pretty much instant, confirmation email within minutes, refund email next day (but possibly came in overnight).

Maybe it is based on the amount. Small amounts instant, larger ones - gotta wait. Mine is about £110 - I have to wait. I can't see how he can recover from this - surely PayPal will no longer do business with him. eBay might. I suppose it could get another merchant account from somewhere else - like Stripe or Square - or one of the banks. Certainly his reputation in the shooting community is toast.
 
I put in the dispute last week, and have to wait until the 16th but I did escalate it with PayPal, otherwise it would of been Jan 25th.

Original order was placed 17th Dec for an amount of £53.xx for 5 tins.

I'm not sure how some are getting instant refunds, but can only assume it may be because a longer amount of time has passed since delivery was due?

I'm not involved in this as I'm not affected, although I have bought from him in the past and items have always turned up quickly and well packaged. Personally I think the situation is accidental rather than a plan after 17 years of trading, as he'll make more money by continuing to trade than running off with the swag. Having said that it's accidental, he's not showing any remorse is he, and some of the messages he's put about attacking customers, accusing them of being benefit cheats etc exposes an unpleasant side of him.

Anyway, to my point which is probably well known to you all anyway as I haven't read all 72 pages so apologies if I'm repeating. His address before he says he moved to Cornwall was - Pawel Janski. 60 Hangar Drive. Tangmere. West Sussex. PO20 2ED. If you send a 'signed for letter' to that address (dont send anything rude or offensive as you could get prosecuted) he may well have a forwarding address if he has been trading as a legitimate business. If he does have a forwarding address there may be a chance when you do 'tracking' on the RM site that you can find his current address. I might be wrong but it used to work years ago and if Royal Mail are doing their job properly - hold on, there might be a flaw right there. Worth a go maybe!
